Development, Case and Care
Management
CICAD supports the development of a universal
curriculum on alternatives to incarceration (ATI), geared to policymakers in the
areas of treatment and the criminal justice system. The ATI curriculum informs
policymakers on the exploration and implementation of pilot projects concerning
various ATI models, including: (1) drug treatment courts for adults and/or
juveniles (adapted and expanded to fifteen countries across the hemisphere); (2)
re-entry courts; and (3) community courts.
Nonetheless, these models often
could benefit from a case and care management component, that is, a
community-based system to support services and recovery. The primary objective
of these alternatives is to advance the social integration of drug-related
offenders through a multi-agency approach, combining various sustainability
mechanisms (justice, health, educational, training, work placement, and other
social and administrative measures). "Case and care management" (CCM) programs
support this approach.
After jointly developing ATI pilot trainings and
engagement with country authorities, CICAD has expanded the original concept
of "case management" to "case and care management" to avoid confusion with the
term "case management," which is commonly used in the judiciaries of several
member states, and "care management," which is commonly used in health systems.
While the ATI curriculum offers a strong base for
implementing alternatives to incarceration models in the region, the CCM
curriculum empowers member states to implement CCM programs to make their
ATI programs more effective.
